My sister (a first-time Paris visitor) and I are spending a week in Paris in mid-August -- only time she could go. We are stayng in the 7th.

Any tips on what is open, esp. resturants, galleries, etc., during mid-August?

Eileen, I just took a look at the website of my favorite restaurant in Paris, and it's closed for the entire month of August. Most guidebooks like Fodors will tell you, at the end of the review of a particular restaurant, when it's closed during August. There's a very good bistro on the Rue Marboef, close to the Champs Elysee, called Maison l'aubrac. I'm betting that it's open during August. The restaurant also has a website, with the telephone number, so you could call when you get there.
As an aside, all the restaurants in Chicago are open during August!
